William Wiley worked in a wide range of media, ranging from drawing, painting, performance, film to sculpture. Frame of Reference ironically references notions about the frame around a work of art and compares it to the idea of the framing of oneself, using questions often asked in introspection to spark discussion and thought in the viewer. Wiley was associated with the Bay Area Funk Movement, serving on the faculty at University of California Davis with artists Roy DeForest and Robert Arneson.

He received his BFA at the San Francisco Institute of art in 1960, followed by his MFA in 1962 and Wiley’s first exhibition was held at the San Francisco Museum of Modern Art in 1960.
